BACKGROUND INFORMATION: On  September 26 and 27, 2008, an “Opportunities Task Force” designated by the National FFA organization as the “Novice Parliamentary Procedure Subcommittee” met to make recommendations for a national novice parliamentary procedure competitive event designed for 7th, 8th, and 9th grade FFA members.

The fourteen subcommittee members formulated the rules and procedures for the event and Bill Butcher (MI) was recommended to be the superintendent. Unfortunately, the event was not held because of funding.

The officers for the Society For Agricultural Education  Parliamentarians (SAEP) offered  an Invitational Novice Parliamentary Procedure Competitive Event and it was held on October 23rd, 2012 at Indianapolis, Indiana, with nineteen state teams participating. The 2013 competitive event was held on Tuesday, October 29th at Louisville, Kentucky, and twenty-one teams participated. The 2014 event was also held at Louisville. Twenty-eight teams particpated on October 28th.

The SAEP officers retained the rules and procedures recommended by the National FFA Organization task force, and based upon their experiences  with state novice events and the Parliamentary Procedure CDE sponsored by the National FFA Organization, refined the details of the competitive event.

The four SAEP officers are:

  • AL GAGE (PRESIDENT)–Professional Accredited Parliamentarian, Professional Registered Parliamentarian, Licensed Parliamentarian
  • DR. DANIEL FOSTER (VICE-PRESIDENT)–Professional Accredited Parliamentarian
  • DR. JAMES CONNORS (SECRETARY/TREASURER)–Professional Accredited Parliamentarian
  • SHANE D. DUNBAR (PARLIAMENTARIAN)–Professional Accredited Parliamentarian, Professional Registered Parliamentarian, Licensed Parliamentarian

(All officers are members of the National Association of Parliamentarians)

PURPOSE: The Novice Parliamentary Procedure Competitive Event is designed to introduce FFA members to parliamentary procedure and how to conduct efficient meetings.

PARLIAMENTARY AUTHORITY: Eleventh edition of Robert’s Rules of Order Newly Revised .

WHO MAY PARTICIPATE?

  • The event is open to one, seven-member FFA team from each state who are all from the same chapter.
  • Team members must be enrolled in the 7th, 8th or 9th grade at the time of selection and qualification. 
  • FFA members may participate in this event one time only.
  • Each team must be certified by their state FFA advisor.

OBJECTIVES:

Develop a basic knowledge of parliamentary law.

  • Demonstrate parliamentary procedure to conduct an orderly and efficient meeting
  • Communicate and participate effectively as a team member
  • Demonstrate critical thinking and teamwork for effective decision making

REGISTRATION:

  • The non-refundable team fee of $75.00 and the completed registration form must be postmarked by August 1, 2015.
  • The registration fee must be paid by a check to the “SAEP” (P.O. Box 13753, Mill Creek, WA 98082). Purchase orders will not be accepted.
  • If desired, add $30 for an email sample copy of a tests, oral questions, motion cards, and answer keys from the 2012, 2013, and 2014 events.
